Mutual Transfer Assam Eligibility Criteria:-

Eligibility (যোগ্যতা): 

Grade III and Grade IV employees who have completed at least one year of service in the same department and pay scale are eligible to apply for mutual transfers. একেটা বিভাগ আৰু দৰমহা স্কেলত কমেও এবছৰীয়া সেৱা সম্পূৰ্ণ কৰা তৃতীয় আৰু চতুৰ্থ শ্ৰেণীৰ কৰ্মচাৰীয়ে পাৰস্পৰিক বদলিৰ বাবে আবেদন কৰিব পাৰে।

Application Process (আবেদন প্ৰক্ৰিয়া): 

Employees can register on the portal, verify their profiles, and submit transfer requests by selecting up to five preferred districts. The system allows employees to browse verified profiles of others seeking mutual transfers and send requests accordingly. কৰ্মচাৰীসকলে পৰ্টেলত পঞ্জীয়ন কৰিব পাৰে, তেওঁলোকৰ প্ৰফাইল পৰীক্ষা কৰিব পাৰে, আৰু পাঁচখন পছন্দৰ জিলালৈকে নিৰ্বাচন কৰি বদলিৰ অনুৰোধ দাখিল কৰিব পাৰে। এই ব্যৱস্থাই কৰ্মচাৰীসকলক পাৰস্পৰিক বদলি বিচৰা আনৰ পৰীক্ষিত প্ৰফাইল ব্ৰাউজ কৰিবলৈ আৰু সেই অনুসৰি অনুৰোধ প্ৰেৰণ কৰিবলৈ অনুমতি দিয়ে।

Approval Workflow (অনুমোদন কাৰ্য্যপ্ৰবাহ):

Once a mutual transfer request is accepted by both parties, it is reviewed by the respective Heads of Departments (HoDs) for approval. Upon approval, transfer orders are generated through the portal. এবাৰ পাৰস্পৰিক বদলিৰ অনুৰোধ দুয়োপক্ষই গ্ৰহণ কৰিলে, ইয়াক নিজ নিজ বিভাগৰ মুৰব্বীয়ে (HoD) অনুমোদনৰ বাবে পৰ্যালোচনা কৰে। অনুমোদনৰ পিছত পৰ্টেলৰ জৰিয়তে ট্ৰেন্সফাৰ অৰ্ডাৰ সৃষ্টি কৰা হয়।

Limitations (সীমাবদ্ধতা): 

Employees can avail of the mutual transfer option twice during their service tenure. Additionally, mutual transfer applicants will not claim seniority or immediate promotion; seniority will be re-fixed based on the date of joining in the new establishment. কৰ্মচাৰীসকলে তেওঁলোকৰ সেৱাৰ সময়ছোৱাত দুবাৰকৈ মিউচুৱেল ট্ৰেন্সফাৰ বিকল্পৰ সুবিধা ল’ব পাৰিব। ইয়াৰ উপৰিও মিউচুৱেল ট্ৰেন্সফাৰ আবেদনকাৰীয়ে জ্যেষ্ঠতা বা তাৎক্ষণিক পদোন্নতিৰ দাবী নকৰে; নতুন প্ৰতিষ্ঠানত যোগদানৰ তাৰিখৰ ওপৰত ভিত্তি কৰি জ্যেষ্ঠতা পুনৰ নিৰ্ধাৰণ কৰা হ’ব।

Interested and Eligible Candidates Can Apply Online for Mutual Transfer Assam Online 2025 By Visiting the Official Recruitment Portal. They Can Follow the Steps Given Below.

Step 1: Scroll down and go to the Important Links section.

Step 2: Click on the “Online Apply Link”

Step 3: To create an account, use the Register option.

Step 4: Provide your Phone Number and Email ID.

Step 5: Set a Password and click Submit.

Step 6: Enter the OTP received to your phone, then click Verify & Proceed.

Step 7: Log in and verify your identification using the PAN number you registered with FINASSAM.

Step 8: Fill in your personal information, such as your name, date of birth, and mobile number.

Step 9: Provide employment information, such as your Current Posting, Department, Office, First Joining Date, Current Posting Joining Date, Grade Pay, and Pay Band.

How to Send Mutual Transfer Request?

Here’s a step-by-step guide to sending a mutual transfer request in Assam through the "Swagata Satirtha" portal:

Step 1: Registration

1. Visit the official portal for Assam mutual transfers. (The exact URL will be shared by your department or official sources.)
2. Click on the “Register” or “Sign Up” button.
3. Fill in the required details:
   • Name
   • Employee ID
   • Date of Birth
   • Department
   • Mobile Number
   • Email ID
4. Create a secure password and complete the registration.

Step 2: Profile Verification

1. Log in to your account using your credentials.
2. Upload the required documents:
   • Appointment Letter
   • Service Book
   • Salary Slip
   • No Objection Certificate (NOC)
   • Vigilance Clearance Report
   • Departmental ID
3. Wait for verification from your department.

Step 3: Search for Matching Requests

1. Navigate to the "Find Mutual Transfer" section.
2. Filter profiles based on:
   • Department
   • Location
   • Designation
3. View and shortlist employees with whom you wish to swap locations.

Step 4: Send a Request

1. Select the profile of the employee you want to request a mutual transfer with.
2. Click on the "Send Request" button.
3. Add a note (optional) explaining your request.
4. Submit the request.

Step 5: Mutual Agreement

1. Wait for the other employee to accept your request.
2. Once accepted, the system will forward the request to both respective Heads of Departments (HoDs).

Step 6: Approval Process

1. After the HoDs review and approve the request, it will be sent to the appointing authority for final approval.
2. Both employees will receive notifications of the approval status via the portal or registered mobile number/email.

Step 7: Transfer Order

1. Upon final approval, a transfer order will be generated through the portal.
2. Download the transfer order and follow further instructions from your department.

Please keep in mind that you can only send one request at a time, and it will be valid for 15 days. If no one accepts it within 15 days, it is automatically revoked. If you want to cancel before 15 days, you can do it manually. After 15 days, you will be allowed to send another transfer request.
