Mission Basundhara 3.0: Mission Basundhara is a flagship program launched on 2nd October 2021 by the Department of Revenue and Disaster Management, Government of Assam. Led by the Chief Minister of Assam, the initiative aims to streamline, resolve, and make land revenue services more accessible to citizens.
The Mission Basundhara Portal is expected to significantly reduce delays in updating land records, providing citizens with stress-free, seamless services without the need to visit revenue circle offices.
This mission also aligns with the goal of achieving 100% digitization of maps and the full integration of maps, land records, and registration systems under the Digital India Land Records Modernization Program (DILRMP). Citizens will benefit from real-time access to land records, ensuring greater transparency and efficiency in land management.

Services of Mission Basundhara
The Government of Assam launched the Mission Basundhara initiative in 2021, which received an overwhelming response, with more than 8 lakh applications submitted. Building on this success, the Government introduced Mission Basundhara 3.0 on 20th October 2024, offering several new services along with the existing ones. Below is a detailed overview of the services available under Mission Basundhara 1.0, 2.0, and 3.0.
Mission Basundhara 3.0
- Review of Mission Basundhara 2.0 cases pending for further clarification
- Settlement of unsettled erstwhile Bhoodan/Gramdan lands
- Granting ownership rights to occupancy tenants in townlands that were previously rural areas
- Reclassification suits
- End-to-end digitalization of Annual Patta to Periodic Patta conversion with rationalized rates in towns and peripheral areas
- Limited conversion of tea grant land to Periodic Patta
- Digitalized settlement of land to non-individual juridical entities
Mission Basundhara 2.0
- Settlement of Khas and ceiling surplus land
- Settlement of occupancy tenants

- Settlement of hereditary land of tribal communities
