Mission Bhumiputra, an innovative initiative by the Government of Assam, aims to continue delivering convenient public services to the general public. This program will revolutionize the process of issuing caste certificates to students by completely transitioning to a digital platform. Henceforth, students can conveniently apply for their Scheduled Caste Certificate, Scheduled Tribe (Hills) Certificate, Scheduled Tribe (Plains) Certificate, and OBC/MOBC Certificate online through the Mission Bhumiputra portal, as the manual system for issuing caste certificates is discontinued. On 1st August 2022, Chief Minister Dr. Himanta Biswa Sarma inaugurated this mission under the Department of Welfare of Plain Tribes and Backward Classes.

Nationality: Applicant Must be an Indian Citizen as Per the Constitution of India.
Domicile: Applicant Must be a Permanent Resident of Assam.
Caste: Applicant Must belong to Anyone of the Following Category of Assam - ST, SC, OBC & MOBC.
Mission Bhumiputra Components
The major components of Mission Bhumiputra are as follows:
1. Single Application: A single application form will be used for all castes, making the process of issuing caste certificates uniform and simplified.
2. Transparent, Digital, and Fast Application Process:
- Caste certificates will be available in the Digi locker under the IT Act, digitally signed by the respective Deputy Commissioners.
- If the father's caste certificate is submitted and found to be genuine, the certificate will be issued instantly.
- In cases where an inquiry is necessary, it must be completed within 30 days. In exceptional cases with proper justification, the inquiry can be extended by another 15 days.
- The details of all issued certificates will be accessible to the public.
3. Special Drive: The initiation of a special drive aims to issue caste certificates.
- Initially, the drive will cater to students studying in grades IX-XII.
- The format of the caste certificate applications will be provided by the Deputy Commissioners to the Headmasters of educational institutions.
- The certificates once issued will be distributed through principals/headmasters.
Application Fee
If you are applying for the Issuance of Caste Certificate, you will need to pay the following charges:
- A service charge of Rs. 30, which can be paid through PFC/CSC.
- A printing charge of Rs. 10 per page, in case any printing is required from PFC/CSC.
- A scanning charge of Rs. 5 per page, if the documents need to be scanned in PFC/CSC.
- User/Statutory charges of Rs. 30.
- A convenience fee of Rs. 10.
